Kazakhstan's Amanat and Adilet Parties Join Forces Ahead of Parliamentary Elections.

Kazakhstan’s Amanat party is merging with the pro-presidential Adilet party, a decision made ahead of parliamentary elections that will be held following the reorganization of parliament under the country’s new Constitution.

Reorganization and Merger

Kazakhstan’s ruling Amanat party (AMANAT) will merge with the Adilet (“Әділет”) party. The announcement was made by Amanat Chairman Yerlan Koshanov at the party congress, according to TASS.

Koshanov stressed that the merger would enable more effective efforts toward building a fair and progressive Kazakhstan. He noted that the party would not abandon its core principles; on the contrary, its influence would become stronger and its opportunities broader. The chairman added that, in global political practice, the consolidation of parties in the national interest is a common and mature political step.

Delegates at the Amanat congress voted in favor of the reorganization and merger with Adilet, adopting the corresponding resolution. On Sunday, the Adilet party congress also unanimously approved the merger, according to the publication Vlast.

According to Reuters, the decision comes ahead of parliamentary elections, the date of which is expected to be announced this summer. Under Kazakhstan’s new Constitution, the current bicameral Parliament will cease its powers on July 1. Within a month, President Kassym-Jomart Tokayev is expected to set a date for elections to a new unicameral Parliament.

The Adilet party was officially registered with Kazakhstan’s Ministry of Justice on June 1. It is led by Aibek Dadebai, the former head of President Tokayev’s administration. The party’s stated goals include strengthening the rule of law, developing institutions and regions, advancing digitalization, investing in human capital, and building a competitive economy.

Amanat was formed on the basis of the Nur Otan party, which was previously led by Kazakhstan’s first president, Nursultan Nazarbayev. In the 2023 elections to the Mazhilis, the party won 62 of the 98 seats, securing 53.9% of the vote.

Benefits of the Merger

The merger of Amanat and Adilet could strengthen the political influence of the unified party ahead of the parliamentary elections. Combining organizational, human, and financial resources is likely to increase its chances of securing a significant number of seats in the new unicameral Parliament.

The merger also allows the two parties to consolidate their electoral support bases. Amanat already enjoys substantial political weight and public backing, as reflected in its 2023 election results, while Adilet may attract additional voters through its focus on issues that resonate with citizens, such as digitalization and regional development.

From the perspective of political stability, the merger sends a signal of unity among pro-presidential forces, which could strengthen public confidence in the government and reduce uncertainty during the period of constitutional reforms. In addition, the consolidation helps prevent the fragmentation of votes as the country transitions to a unicameral parliamentary system, a particularly important factor for parties seeking to maximize their representation.

Finally, the merger creates an opportunity to align and strengthen the political agendas of both parties. Amanat’s experience and institutional capacity can be complemented by Adilet’s focus on emerging priorities, allowing the new political force to present a more comprehensive and persuasive platform to voters.
